are key shortcuts really not localized to more accurately represent the term they map to in a given language?

They can be customized on-wiki but they are not translated. All access keys in core and extensions in SVN are ignored for translations. One reason for keep them untranslated: Consistency over all projects. Shift-Alt-e (Firefox) should edit the page in every language.
