Killing both Rdf and RdfRedland extensions

Remove Rdf from Translate

Both have basically been rotting since their commit 3-4 years ago, with people wasting time updating them to meet other code changes in the repo

Branch them pre this revision if you have any need for them

AFAIK the correct procedure (at least the one I follow for deletion of 20 or so extensions) is adding an OBSOLETE file with a reason and announcing that the extension will be removed after the next release (in this case 1.18). Any reason you chose a different path?

Sorry Siebrand, didn't realise we had a more formal procedure for this. Will bare it in mind in future

As they were long abandoned (5-6 years), I didn't presume it'd be an issue.

Documentation updated now, as we haven't released 1.17 still, I've put them on the 1.17 branch
