If the fallback can't be Arabic (RTM), and given that this minority language is spoken in North African countries (notably in Algeria) where the secondary LTR language widely spoken is French (as well as an important North African minority in France), may be the fallback could be French (the French translation is complete and well maintained) ?
Note that the absence of fallback will mean that the default fallback will be English, which is much less used and understood than French in all these minorities.
