The link should not be {{int:Grouppage-sysop}}, but {{MediaWiki:Grouppage-sysop}}, because Grouppage-* are content-language messages, not user-language messages. (E.g. here on MediaWiki.org, we need to link always to Project:Administrators, no matter what the user language is; we do not have e.g. Project:Správci here (for Czech-speaking users), etc.)
