Comment:
* Rename ISO_639-1.php and ISO_639-3.php to ISO_639_1.php and ISO_639_3.php respectively, currently a mixture of capitalisation is used and it is bound to cause confusion in the future.
* Add name() method to LanguageCodes class for retrieving the name of a language (currently only in English, and hard coded until a ISO 639-1 array with names is built).
* Fix how languages that don't have messages or MediaWiki support are handled.
